On this International Day for the Elimination of Violence against Women, the Partnership to End Gendered Islamophobia loudly affirms our unwavering support for Noor Salman, a survivor wrongfully criminalized by the criminal justice system and War on Terror logics. During the International Day to Eliminate Violence Against Women, we find it imperative to hold space for the often invisibilized survivors of state and interpersonal violence, like Noor Salman. We reject the legitimacy of state apparatuses that vilify the traumatized. We also condemn the ways our communities, too, stigmatize and punish survivors in ways that mirror the criminal justice system. We recognize that those like Salman are vulnerable to multiple forms of violence and are too often left with nowhere to turn- caught at the harsh intersections of gendered Islamophobia.

Justice for Muslims Collective, HEART Women & Girls, Vigilant Love, the Partnership to End Gendered Islamophobia, Project South, the Partnership for the Advancement of New Americans (PANA), and the US Campaign for Palestinian Rights (USCPR) are thrilled to launch “Abolishing the War on Terror, Building Communities of Care” grassroots policy agenda.
This agenda is a labor of love, a product of lived expertise, and a model for community care. As the Biden Administration, alongside a new Congress sets the course for the next four years, we are calling for abolishing the War on Terror and reinvesting resources into structures of community care.
The agenda is broken into 2 main sections – one calling on abolishing and divesting from harmful state policies and the second building our communities of care.
We call for abolishing and divesting from:
- Violence, War, Imperialism & the War on Terror Infrastructure
- Wars, Imperialism, and Militarism Abroad Under the War on Terror
- Military Funding to Israel and Palestine
- Immigration, Refugee, Asylum Policies, Programs & Institutions
- Mass Surveillance
- Prisons, Jails & Pipelines to Prison.
We call on investing into:
- Anti-Poverty, Health Justice & Housing Justice
- Covid-19
- Reproductive Justice
- Disability Justice
- Community-Led Justice
- Voting Rights, Census, & Structural Democratic Shifts
- Gender-Based Violence and Gender Justice
- Environmental and Climate Justice
We hope this agenda is used as an educational tool and resource for communities impacted by the War on Terror, grassroots organizations, movement groups, and policymakers in order to build power, heal, and enact change at the local, state, and federal level.

Building upon a history of shared values and intersecting work, the Partnership to End Gendered Islamophobia brings together HEART, Justice for Muslims Collective and Vigilant Love to build analysis, tools and power to dismantle Gendered Islamophobia.
Sitting at the intersection of the Gender-based Violence and Anti-Terror Industrial Complex fields, these organizations are committed to addressing GI from both perspectives. The partnership held a convening on September 11th to make space for those who are entrenched in the work but are rarely centered in conversations on the impacts of the war on Terror.

As if 2020 hasn’t drained us enough of our sacred energies, we have elections coming up in less than a month. Knowing that our government is not meant to serve our communities and understanding politics is a larger game of power grabbing and profit, it is that much more important for us to make informed choices at the ballot this November.
